Ralf-Martin Soe is a Smart City Lead at Tallinn University of Technology, Research Fellow at Ragnar Nurkse Department of Innovation and Project Development Manager at the ICT Cluster of Estonia (ITL Digital Lab).
He is a former ICT Counsellor to the Minister of Entrepreneurship and Information Technology and has previously worked for the United Nations University, UK Government and PwC.
During the last five years, he has been focusing on initiating and managing large-scale Smart City Research and Development projects and has effectively initiated or managed around 10 projects.
He has two master degrees in financial management (MSc, Maastricht University/ United Nations University, and MBA, University of Tartu) and has a PhD degree in Technology Governance from Tallinn University of Technology. His doctoral thesis analyses how cities of Tallinn and Helsinki could be connected virtually. Inspired by his thesis, he recently managed to raise €32m from the European Commision and Estonian government to initiate a cross-border Smart City Center of Excellence based in Tallinn in collaboration with Aalto University, Forum Virium Helsnki and Ministry of Economic Affairs and Comminications (Finest Twins).
